この不具合を引き起こしたと見られる修正パッチ(Q827667)は,それ以前に提供されているIE用の累積セキュリティ・パッチQ822925(MS03-032)またはQ828750(MS03-040)の適用によりスクリプトの一部動作に不具合が起こる問題に対処するためのものだった(該当サイト)。つまり,パッチの不具合を修正するためのパッチに別の不具合が潜んでいたことになる。

リンクをいくらクリックしても画面が変わらないと思ったら実はスクロールさせると下のほうに出ていのであった。私のPCの画面は1280x1024なのでよく使われているだろう1024x768より一段広いのだがそれでもこういう作りのページは使いづらい。
赤枠の部分が更新される部分、普通の画面ではスクロールさせないと表示されない部分。全体が画面に収まる大きさならば画面構成を分割して固定の見出し部分と選択された情報の表示部分と分けてもそれなりの使い勝手にははるが、この大きさの画面でそれをやっても使いづらくなるだけ。
代替案はめんどくさいので書かない。
IEでCTRLを押しながらマウスのホイールを回転させると文字の大きさが変わる。今発見した。
